Governor Abbott Announces Texas Semiconductor Innovation Fund Grant To Texas Instruments
TelAve News/10900877
~ In a recent announcement, Governor Greg Abbott revealed that Texas Instruments Incorporated (TI) has been granted $33.6 million from the Texas Semiconductor Innovation Fund (TSIF) for an expansion project at their 300mm semiconductor wafer fab in Richardson (RFAB). This grant is part of a larger project that is expected to total $700 million in capital investment.
Governor Abbott expressed his excitement about the expansion, stating, "Texas is where the integrated circuit was born and where the future is forged. Texas Instruments is a global trailblazer, and this expansion of their historic, long-term investment in our great state advances Texas' leadership in semiconductor manufacturing." He also highlighted Texas' innovation, infrastructure, and talent as key factors in attracting such investments and manufacturing technologies that will shape the future.
TI, a Fortune 500 company headquartered in Dallas, has a rich history in the semiconductor industry. It is known as the birthplace of the world's first commercial silicon transistor in 1954 and Jack Kilby's invention of the integrated circuit in 1958. Today, TI remains the largest foundational semiconductor manufacturer in the U.S., producing analog and embedded processing chips that are crucial for various electronic devices such as satellites, vehicles, and smartphones. The expansion at RFAB will increase capacity, enable process technologies, and enhance capabilities to manufacture TI's wide range of products on 300mm wafers - the largest and most advanced diameter size for silicon wafers.

Mohammad Yunus, Senior Vice President of Technology and Manufacturing Group at TI, expressed pride in calling Texas home and stated that this grant recognizes their investment in their Richardson facility. He also emphasized TI's commitment to producing foundational technology that will continue to be vital for electronic devices for years to come.
Senator Bob Hall also praised this investment by TI and Governor Abbott's commitment to supporting Texas manufacturing. He stated that TI's pioneering work in semiconductor technology has helped shape the modern world and that this expansion reinforces Texas' critical role in strengthening America's supply chain, national security, and technological leadership.
The Texas CHIPS Act, signed into law by Governor Abbott in 2023, established the Texas Semiconductor Innovation Fund (TSIF) and the Texas Semiconductor Innovation Consortium (TSIC). These programs, administered by the Texas CHIPS Office within the Texas Economic Development & Tourism Office in the Office of the Governor, aim to maintain Texas' position as a leader in semiconductor research, design, and manufacturing. They also encourage companies to expand in the state and develop expertise and capacity at institutions of higher education.
