Juneau Police Department Becomes First ABLE Agency in Alaska

TelAve News/10909881
~ The Juneau Police Department became the first and only police department in Alaska to join the Active Bystandership of Law Enforcement program in August 2026, the department said.

ABLE, run by Georgetown Law's Center for Innovations in Community Safety, trains law enforcement personnel to recognize situations that could lead to mistakes or misconduct and to intervene. The program aims to foster peer support and accountability within police departments.

JPD began its application in December 2024. After acceptance, three officers completed 20 hours of training to become program instructors. All sworn officers then completed an eight-hour, scenario-based course in August 2026, according to the department. Officers will take annual refresher courses to maintain the department's ABLE status.

The department also committed to maintaining policies that support intervention and a dedicated employee wellness program.

"I have witnessed firsthand the ABLE program's success in preventing officers from making mistakes by empowering fellow officers to intervene and support one another," Police Chief Derek Bos said. "The end result is better services and stronger relationships with our community."

JPD launched a comprehensive employee wellness program in 2024. The department said it provides staff and their families with mental health resources, resiliency training, wellness check-ins, peer support and other services and events.

Bos said ABLE also encourages officers and professional staff to speak up when a colleague may be struggling and to accept intervention. He said the approach can support employees while helping improve service.
