Madison: Partnerships key in making arrest in 2023 homicide case where suspect fled country

~ A Madison man accused of murdering his wife and fleeing the country in 2023 has finally been brought to justice. Jose de Jesus Duenas-Quinonez, 40, was arrested and booked into the Dane County Jail on Tuesday on first-degree intentional homicide charges. He made his initial appearance in Dane County Court on Thursday.
Duenas-Quinonez is facing charges for the death of his wife, Micaela Juarez Ocolt, who was fatally stabbed at her west side business on April 24, 2023. Detectives from the Madison Police Department's Violent Crime Unit were able to identify Duenas-Quinonez as a suspect just hours after responding to the scene. It was discovered that he had fled to Mexico with the couple's young daughter.
Madison Police Chief John Patterson stated, "Once a suspect goes international, we no longer have the ability to pursue them on our own." He also expressed gratitude towards the FBI for their assistance in tracking down and arresting Duenas-Quinonez. The FBI has been working closely with local law enforcement for over three years to locate the suspect and his daughter.

According to FBI Milwaukee Special Agent in Charge Alan Karr, "Combatting violent crime is a mission priority for the FBI." He also added that they will continue working with their law enforcement partners both locally and internationally to ensure that criminals cannot evade justice by crossing borders. The FBI credits their personnel in Mexico and assistance from Mexican authorities for locating and arresting Duenas-Quinonez.
After being arrested in January, Duenas-Quinonez was brought back to the United States in late May. The couple's daughter was found safe and is currently living with family members back in the United States. The family has requested privacy during this difficult time.
The arrest and extradition of Duenas-Quinonez brings hope for justice for the family of the homicide victim. The FBI and local law enforcement will continue to work together to combat violent crime and ensure that criminals are held accountable for their actions.
