NEW YORK - TelAve -- As public scrutiny of the New York City Administration for Children's Services (ACS) intensifies, New York City ACS lawyer urges Governor Hochul to sign legislation that increases transparency and strengthens independent oversight of the agency.
New York legislation S8205A and Assembly Bill A8248A allows the New York City Department of Investigation (DOI) unhindered access to information regarding children, to strengthen independent oversight over the Administration for Children's Services. The bill amends New York's confidentiality laws to allow the New York City Department of Investigation greater access to records during investigations that involve ACS. The bill was introduced after repeated concerns that investigators were unable to obtain evidence needed to fully examine child fatalities and agency conduct because of legal restrictions on access to confidential records.
Independent Oversight Will Strengthens Public Confidence
Every government agency entrusted with protecting children must also be accountable to the public it serves. Independent oversight helps identify systemic failures, improve policies, and restore confidence in child protective services.

The proposed legislation recognizes that meaningful oversight cannot occur when investigators are prevented from reviewing critical evidence. Removing unnecessary barriers to legitimate investigations benefits children, families, and the professionals working within the child welfare system.
