South Bend: City Relaunches Transportation Benefit Program for Residents Recovering From Opioid Use Disorder (OUD)

~ The City of South Bend has announced the relaunch of their Community Nonprofit Partner Program (CNPP) in an effort to address the transportation needs of residents seeking treatment for Opioid Use Disorder (OUD). This program, operated by Commuters Trust, a public-private partnership, aims to provide subsidized transportation options for low-to-middle income residents.
According to Madi Rogers, South Bend's Chief Innovation Officer, transportation can be a major barrier for individuals with OUD who are seeking treatment and support. By relaunching CNPP with a focus on this specific issue, the city hopes to bridge the gap and make it easier for residents to access life-saving care.
Under the Community Nonprofit Partner Program, eligible nonprofit organizations will receive transportation benefits for their clients. These benefits will include fully subsidized Uber rides and access to an unlimited monthly Transpo bus pass.
To be eligible for the program, organizations must meet certain criteria including having 501(c)3 status or equivalent, being located within St. Joseph County in Indiana, and directly serving OUD clients with addiction recovery services. They must also provide services to clients who face transportation insecurity that prevents them from accessing critical services. Additionally, participating organizations must agree to support participant referral and enrollment processes, basic participant support, and data collection.

She stated that partnerships with OUD recovery providers have shown how crucial it is for clients to have access to transportation throughout their recovery journey. This next phase of CNPP aims to strengthen these partnerships and remove barriers for individuals seeking care.
Interested organizations can learn more about CNPP and the application process by attending an informational virtual meeting on Thursday, June 11. The application will open on Friday, June 12 and close on Friday, June 26. The program is set to launch on September 1, 2026.
