~ During Monday's City Council Legislative Session, an emergency tenant protection ordinance was passed with a 5-2 vote. The ordinance, sponsored by Council Members Kitty Klitzke, Sarah Dixit, and Paul Dillon, aims to provide relief to qualifying tenants who have been financially affected by the devastating Spokane Complex Fires.

Lisa Gardner, the City Council Communications Director, stated that the ordinance was a response to the urgent need for assistance for those impacted by the fires. She also mentioned that while efforts are being made to provide aid to wildfire victims, these processes take time. The ordinance serves as a temporary solution to prevent tenants from facing eviction due to nonpayment of rent.

Council Member Kitty Klitzke emphasized the importance of giving affected individuals enough time to access necessary resources and avoid dire consequences such as eviction. She expressed her gratitude towards the passing of this ordinance.

Apart from addressing the current situation caused by the Spokane Complex Fires, this ordinance also establishes a permanent program for future natural disasters and public health emergencies that may threaten community safety and cause displacement.

Council Member Sarah Dixit highlighted the responsibility of ensuring that all residents have the opportunity to recover after an emergency, especially those who are most vulnerable. She acknowledged the advocates who brought attention to this issue and expressed her appreciation for their efforts in protecting tenants from eviction during future disasters.

Council Member Paul Dillon shared his pride in being able to provide relief to impacted tenants through this ordinance while also creating protections for future emergencies. He mentioned hearing stories of displaced tenants struggling to seek rental assistance while facing evictions.

To qualify for protection under this ordinance, tenants must self-certify that they have lost at least 10% of their average monthly household income due to the civil emergency or natural disaster. They must also demonstrate that their business or place of employment has become uninhabitable or resulted in their layoff or reduced pay. Additionally, they must show a loss of business clients from the affected area.

The ordinance encourages collaboration between tenants and landlords to come up with repayment plans. As an emergency measure, it will take effect immediately upon passage. With this ordinance in place, tenants affected by the Spokane Complex Fires can have some relief and protection from eviction while they work towards recovering from the disaster.
