Springfield: Draft 2025-2029 Consolidated Plan available for review until June 17

~ The City of Springfield has released its draft 2025-2029 Consolidated Plan, which was prepared for the U.S. Department of Housing and Urban Development (HUD). This plan is now available for public review and comment until June 17.
According to the City's Planning and Development Department, paper copies of the draft plan can be found at the Busch Municipal Building, located at 840 N. Boonville in Room 201. Additionally, all branches of the Springfield-Greene County Library within city limits will also have copies available.
Written comments on the draft plan can be submitted via email to [email protected] during the comment period.
But what exactly is a Consolidated Plan? This plan helps states and local jurisdictions assess their affordable housing and community development needs, as well as market conditions. It also aids in making data-driven investment decisions that are specific to each community. The City of Springfield is required to submit a Consolidated Plan to HUD every five years.

The Consolidated Plan is carried out through Annual Action Plans, which outline specific actions and activities that will be taken each year to address priority needs identified in the Consolidated Plan. Grantees then report on their progress towards these goals in Consolidated Annual Performance and Evaluation Reports (CAPERs).
Previous years' Consolidated Plans, Annual Action Plans, and CAPERs can be viewed on the City's website at https://www.springfieldmo.gov/850/Document-Library.
City Council will play a crucial role in this process as they hold a first reading, public hearing, and vote on the draft plan at their June 9 meeting at 6:30 p.m. The meeting will take place at the City Council and Planning & Zoning Meeting Facility located in the Springfield Regional Police & Fire Training Center at 2620 W. Battlefield.
During this meeting, City Council will also hold a first reading and public hearing on a separate ordinance that authorizes the City Manager (or designee) to apply for and accept HUD CDBG and HOME Investment Partnerships Program funds for FY2025. This ordinance also allows for the execution of necessary agreements and contracts, implementation of selected projects, and approval of subrecipient agreements and project funding allocations for FY2025.

Citizens who wish to speak at the public hearing on June 9 must sign up with the City Clerk prior to the reading of the bills related to the Consolidated Plan and HUD funds. A second reading and vote on the ordinance will take place at City Council's June 23 meeting.
In accordance with ADA guidelines, accommodations can be made for those who need special assistance when attending a City Council meeting. To ensure these accommodations can be made, please notify the City Clerk's Office at 417-864-1651 as soon as possible. Language assistance is also available in accordance with Limited English Proficiency (LEP) guidelines.
