State of Colorado, Denver, and CHFA Launch Common Application to Accelerate Affordable Housing Development
TelAve News/10910126
STATEWIDE - To make it easier and faster to build housing Coloradans can afford, the State of Colorado, the City and County of Denver, and Colorado Housing and Finance Authority (CHFA) have partnered to develop and launch the Housing Hub Colorado Common Application. Starting in February 2027, this unified process replaces separate agency applications, cutting down paperwork and speeding up affordable housing delivery across the state.
"Here in Colorado our goal is to break down barriers to housing so Colordans can choose where we want to live close to jobs, transit centers, and schools. The Common Application is a culmination of our work to deliver more affordable housing to Coloradans by bringing everyone together to cut through the red tape and build more housing now. This new one stop shop for developers will streamline the process and help more housing units to be built faster and without unnecessary and costly barriers," said Governor Polis.
Today, Governor Jared Polis and Denver Mayor Mike Johnston, along with leaders from the Colorado Department of Local Affairs (DOLA), the Colorado Office of Economic Development and International Trade (OEDIT), Colorado Housing and Finance Authority (CHFA), Denver's Department of Housing Stability (HOST), and Archway Communities gathered to launch this new process and celebrate its significance for development moving forward.
"Every Denverite deserves the opportunity to find an affordable place to call home," said Mayor Mike Johnston. "Too often, unnecessary red tape and disconnected processes slow down housing projects that our communities desperately need. By bringing these resources together in one place, we can help create a city where families, neighbors and workers can put down roots and live in the communities they serve. That's what better government looks like."

Designed in close collaboration with housing developers and industry experts, the new system removes redundant application questions that previously existed across multiple agency applications, streamlining requirements into a single standard format for developers applying for Housing Tax Credits and related gap funding. The team conducted extensive stakeholder feedback sessions with housing developers experienced in applying for Low-Income Housing Tax Credits (LIHTC) and state or local gap funding.
"The Common Application is the result of countless hours of passionate, collaborative work across agencies and with community partners who all share a single vision: making sure every Coloradan has a safe, affordable place to call home," said DOLA Executive Director Maria De Cambra. "This historic interagency partnership is a true game-changer. It breaks down long-standing barriers, cuts through red tape, and gets real housing solutions built faster for the everyday families and individuals who need them most."
"Colorado is doubling down on our commitment to support more housing now. Simplifying the funding process is a crucial step to make it easier for developers to access funding and create more affordable housing. We are thrilled to participate in this coordinated effort with DOLA, CHFA and the City and County of Denver to help more Coloradans live in communities they love close to their jobs, which in turn helps employers fill in-demand jobs. This milestone is a win for our communities and for our economy," said Eve Lieberman, OEDIT Executive Director.
"The Common Application is an important step forward as we continue to work together to make affordable housing resources easier to access," said Thomas Bryan, executive director and CEO of CHFA. "By improving coordination and simplifying the application process, we can better support affordable housing opportunities in communities across Colorado."

The Common Application represents Phase 2 of Housing Hub Colorado, a centralized resource launched in 2025 for entities creating affordable rental housing. Building on foundational alignment steps established over the past year, the Common Application highlights:
"The Common Application demonstrates what happens when government agencies and housing developers come together around a shared goal," said Laura Brudzynski, CEO of Archway Communities. "By simplifying the process and reducing duplication, we're making it easier to move affordable housing projects forward and bring much-needed homes to Colorado communities."
The Polis Administration has delivered on major investments and innovative, common sense housing legislation like getting rid of costly parking mandates, allowing Coloradans to build Accessory Dwelling Units on their property, eliminating occupancy limits, expanding housing for educators, investing in transit oriented communities, streamlining permitting, and more to increase housing supply, cut through red tape and create more housing now that Colordans can afford across the state.
Agency-specific guidance will be available throughout October and November 2026 to prepare for the upcoming funding cycle. Letters of Intent (LOI) for Round One Housing Tax Credit applications and state gap funding requests are due on December 1, 2026. Full Round One applications are due on February 1, 2027, with award determinations targeted for mid-May 2027. For more information about this collaboration, visit Housing Hub Colorado.

- The elimination of 189 application questions and 34 narrative requirements, replacing four separate agency application processes with a single, streamlined workflow
- Significant cost savings, estimated at around $20,000 per unit
- Faster build times, shortening construction schedules by roughly four months
- Procorem, currently used by CHFA and OEDIT, will expand to serve DOH and HOST. Developers can now use a single portal to upload all required due diligence and application documents.
