Texas: Governor Abbott, Lt. Governor Patrick, Speaker Burrows Issue Joint Guidance On 2028-29 Budget Priorities

~ In a joint effort, Governor Greg Abbott, Lieutenant Governor Dan Patrick, and Speaker Dustin Burrows have announced new policy guidance for state agencies and institutions of higher education in preparation for the 2028-29 biennium. This guidance aims to address affordability concerns for Texas families and homeowners while also promoting responsible stewardship of taxpayer resources.
The leaders have called on the 90th Texas Legislature to continue building on recent successes by implementing four top priorities for the upcoming biennium. These priorities include tackling affordability concerns, requiring state agencies to reduce base spending requests by three percent, protecting education funding, and supporting teachers while also advancing property tax reform.
Governor Abbott emphasized the importance of this guidance in protecting the state's investments in public education and teachers while also providing much-needed property tax relief for Texas families. He stated that this approach will ensure that every state agency operates with efficiency and accountability.

During the previous legislative session, the leaders worked together to secure record funding for public education, including teacher pay raises. They also made significant investments in water infrastructure and healthcare innovation while providing $51 billion in property tax relief for homeowners. These achievements build upon the reforms of House Bill 3 from 2019 and have had a tangible impact on improving the lives of Texans.
Lieutenant Governor Patrick shared his goal of maintaining Texas' position as an economic powerhouse and a desirable place to live, work, and raise a family.
