THE ANSI/ANAB TAKEOVER — 2018


In 2018, the American National Standards Institute (ANSI) took full control of the American National Accreditation Board (ANAB), a nonprofit with:
  • No federal oversight
  • No regulatory authority
  • No lawful mandate
Yet it controls conformity for aerospace, defense, medical devices, and critical infrastructure.

This takeover created a system where a private nonprofit — not a federal body — dictates conformity for industries that affect national security.

THE 2018 ANAB FRAUD — AND WHY IT MATTERS

That claim is impossible under ISO/IEC 17011, the international standard that governs accreditation bodies.

What ISO/IEC 17011 Requires

ISO/IEC 17011 defines how accreditation bodies must operate.

It requires them to be:
  • Impartial
  • Independent
  • Non‑conflicted
  • Evaluators of certification bodies — not participants in the certification process
What an Accreditation Body Is Allowed to Do

Under ISO/IEC 17011, an accreditation body:
  • Evaluates certification bodies
  • Ensures competence
  • Ensures impartiality
  • Ensures compliance with standards
What an Accreditation Body Is Not Allowed to Do

It cannot:
  • Act as a certifier
  • Act as a guarantor
  • Act as an insurer
  • Act as an underwriter
  • Participate in the conformity process it oversees
Doing so destroys impartiality — the core requirement of ISO/IEC 17011.

How ANAB Violated ISO/IEC 17011

On DOS Contract 19AQMM18R0131, ANAB claimed it was an underwriter — a role that implies:
  • Financial guarantee
  • Liability assumption
  • Risk underwriting
  • Direct involvement in the conformity process
This is explicitly forbidden under ISO/IEC 17011.

By claiming to be an underwriter, ANAB:
  • Misrepresented its authority
  • Violated international accreditation law
  • Misled a federal agency
  • Committed fraud on a government contract
  • Destroyed the impartiality required for aerospace conformity
And that fraud didn't stay contained.

HOW THE FRAUD CONTAMINATED THE ENTIRE GLOBAL ACCREDITATION SYSTEM

The ANAB fraud contaminated the entire international accreditation network, including:
  • Multilateral Recognition Arrangements (MLAs)
  • Regional Recognition Arrangements (MRAs)  
  • IAF (International Accreditation Forum- Incorporated Delaware USA )
  • ILAC (International Laboratory Accreditation Cooperation-Australia)
  • January 2026 IAF& ILAC merged into GLOBAC-Global Accreditation Cooperation.
These bodies operate like international equivalents of a American National Accreditation Board (ANAB).

They rely on mutual trust, mutual recognition, and mutual compliance with ISO/IEC 17011.

When ANAB violated ISO/IEC 17011, it contaminated:
  • Every certificate issued under its authority
  • Every certificate recognized through IAF and ILAC
  • Every cross‑border acceptance agreement
  • Every conformity chain tied to aerospace, defense, medical devices, and critical infrastructure
The Global Slogan Was Destroyed

For decades, the international accreditation community promoted one slogan:

But after ANAB's fraud — and after regulators quietly began rejecting certificates tied to ANAB's conformity chain — the slogan changed.

It became:

"Certified Once, Rejected Everywhere."

DGCA India's actions prove it.

CAAC China's actions prove it.

Foreign regulators are quietly rejecting certificates tied to ANAB's conformity system because the chain is compromised.

The contamination is systemic.

And it began with ANAB's fraudulent claim on Contract 19AQMM18R0131.

DGCA INDIA AND CAAC CHINA


Two foreign regulators listened.

DGCA India put Boeing and Airbus deliveries on hold because of my Guberman Analysis, which showed:
