Bloomington: Neighborhood Residential Parking Permit Eligibility

~ As leasing activity continues to rise, property owners and managers are reminded that living within a designated Neighborhood Residential Parking Zone does not automatically guarantee eligibility for neighborhood residential parking permits. The City of Bloomington is encouraging property owners and managers to verify permit eligibility before advertising or discussing parking with prospective tenants in order to avoid any unexpected surprises after move-in.

According to Bloomington Municipal Code Section 15.37.040, each resident of a single household detached dwelling located within a designated Neighborhood Residential Parking Zone may apply for one residential neighborhood parking permit. Additionally, each eligible dwelling is entitled to apply for one visitor permit per household. Any requests for additional residential or visitor permits must be submitted in writing, along with all necessary supporting documentation, to the Parking Services Director or their designee.

It is important for tenants residing within a Neighborhood Residential Parking Zone to understand that they may or may not qualify for a residential parking permit. Eligibility is determined by the classification of the dwelling, rather than just its location within the permit zone.

The City defines a single household detached dwelling as a building designed for the occupancy of no more than five adults who are unrelated by blood or marriage. These dwellings typically have one house number and mailbox for U.S. mail delivery, one kitchen suitable for meal preparation, and one tenancy based on a single lease, mortgage, or contractual sales agreement covering the entire premises.

However, if a property is modified or redeveloped in a way that no longer meets this definition – such as being converted into a duplex, triplex, townhouse, or another attached dwelling – it may become ineligible for participation in the Neighborhood Residential Parking Permit Program.

It's important to note that property eligibility is based on the current classification and use of the dwelling, regardless of whether permits were previously issued to the property. Any changes made to a property's physical configuration or legal classification can affect its eligibility for residential parking permits under the City Code.

Recently, the City has updated property records to better reflect current land use classifications. As a result, some properties that may have previously appeared to qualify for neighborhood parking permits may no longer be eligible under the existing ordinance.

To avoid any confusion or misunderstandings, property owners and managers are encouraged to contact the Parking Services Division at 812-349-3436 with any questions about their property's eligibility before representing that neighborhood parking permits are available to prospective tenants.
