While there has been a decrease in reported incidents, many people still feel intimidated to report them to the Boston Police Department. The resolution also brings attention to legislation currently under consideration in the New York State Assembly that would require certain establishments to provide drug-testing devices for patrons and prominently display their availability. These devices can quickly detect common controlled substances used in drink spiking.

The Council emphasizes that drink spiking can often be linked to violent crimes such as sexual assault. Therefore, it is crucial for the City to expand available resources for licensed establishments and patrons – particularly young women – and strengthen public education on recognizing the signs and dangers of drink spiking.
