TelAve News/10884190
~ Colorado Springs Police Department Notifies Community of Sex Offender's Move
The Colorado Springs Police Department (CSPD) has recently announced that Mitchell Wayne Bishop, a registered sex offender, has moved to an address within their jurisdiction. According to Colorado law, the CSPD is required to make a "community notification" in such cases.
Bishop has been labeled a "Sexually Violent Predator" (SVP) by Colorado Courts due to his past behavior. In compliance with the law, the CSPD has taken several steps to inform and protect the community. These include notifying the Division of Criminal Justice's Sex Offender Management Board (SOMB) Notification Team, reviewing and confirming Bishop's residence, employment, legal status, and past crimes, as well as making notifications to neighbors and businesses in the immediate area.
In addition, patrol personnel have been briefed on Bishop's status, history, appearance, residence, employment and vehicles. Surrounding law enforcement agencies have also been notified of his presence. The CSPD has also provided an online video explaining the SVP community notification process and offering additional resources for the community. The video can be found on their website under Public Safety > Police > Transparency and Data.

The CSPD is committed to ensuring that Bishop registers as a sex offender and understands his responsibilities as such. His criminal history reveals that he was convicted in 2007 of Attempted Sexual Assault on a Child and Child Abuse in Denver County. He also has a previous conviction for Domestic Violence-Harassment in 1995.
Currently registered as transient living at the "Springs Rescue Mission" on 5 W Las Vegas St., Bishop is described as a 66-year-old white male standing at 6 feet tall and weighing 248 pounds. He has gray hair and brown eyes.
Bishop is one of nineteen "Sexually Violent Predators" currently registered with the CSPD who reside in the community. The police department takes his presence seriously and is dedicated to ensuring that he conducts himself in a lawful manner and that citizens remain safe and informed.
For any further questions about Bishop or the community notification process, Detective J.R. Brown of the Colorado Springs Police Department Registered Sex Offender Unit can be contacted at 719-444-7672. The CSPD urges the community to remain vigilant and report any suspicious behavior from Bishop or any other registered sex offenders in the area.
