~ Boston City Council Recognizes World Asthma Day and Advocates for Adult Day Health Programs

On May 6, 2025, the Boston City Council passed two resolutions aimed at promoting community health. The first resolution recognized World Asthma Day, a global initiative dedicated to raising awareness about the chronic respiratory disease that affects over 13% of adults in Boston.

The resolution, proposed by Councilor Coletta Zapata and co-sponsored by Councilors Weber and Pepén, highlighted the disproportionate impact of asthma on neighborhoods such as Mattapan, Roxbury, Dorchester, and East Boston. These areas are particularly vulnerable due to environmental factors such as proximity to Logan Airport. Children in these neighborhoods are especially at risk.

The resolution also drew attention to troubling national and local trends, including Boston's ranking among the worst metro areas in the country for ozone pollution. It also addressed potential cuts in federal funding that could hinder local efforts to mitigate asthma.

By recognizing World Asthma Day, the Council reaffirmed its commitment to promoting clean air initiatives and improving health outcomes for all residents of Boston.

In a separate resolution proposed by Councilors Flynn and Worrell, the Council expressed strong support for Adult Day Health (ADH) programs in Massachusetts. These programs provide critical care and social services to over 13,000 seniors and adults with disabilities across the state. Services offered include daily medical care, nutrition assistance, recreational activities, and transportation services. These programs play a crucial role in preventing isolation and unnecessary hospitalizations.

However, these programs are facing a potential reimbursement rate cut from $106.32 to $99.49 per day. This could have a significant impact on their stability, especially following closures during the COVID-19 pandemic. The resolution backed state legislation - Bill H.4000 and Amendment #203 - that aims to preserve current funding levels and protect access to essential services for aging and disabled populations in Boston.

These resolutions demonstrate the Council's ongoing efforts to promote health equity and protect essential care services for residents of all ages and backgrounds. By recognizing World Asthma Day and advocating for Adult Day Health programs, the Council is taking important steps towards improving the overall health and well-being of the Boston community.
