Georgia: Gov. Kemp Announces Incoming Revenue Commissioner

ATLANTA ~ Governor Brian P. Kemp has announced the appointment of David Burge as the new Commissioner of the Department of Revenue (DOR) in Atlanta. This comes after the confirmation of current commissioner Frank O'Connell by the Georgia House and Senate Judiciary Committees as the state's first Tax Court Chief Judge.
O'Connell was officially appointed as DOR Commissioner by Governor Kemp in February 2023, after more than two decades of dedicated work within the department. He will officially become the Chief Judge on April 1, 2026.
In a statement, Governor Kemp expressed his gratitude for O'Connell's years of service and his efforts in improving the efficiency of the Department of Revenue. He also highlighted O'Connell's commitment to putting the best interests of hardworking Georgians first, which led to his nomination as Chief Judge of the Tax Court.
David Burge will begin his service at the Department of Revenue on February 1, 2026, and will officially take over as commissioner on February 16. Governor Kemp praised Burge's extensive experience and dedication to making Georgia's communities and economy stronger, both professionally and personally.

Burge is currently a partner at Smith, Gambrell & Russell, LLP in Atlanta where he specializes in real estate transactions. He also serves on various boards and committees such as the Georgia Department of Community Affairs board, where he has held positions as Chair and Vice-Chair. In these roles, he has provided oversight for state agency programs that manage nearly $300 million in state and federal funding annually.
Burge is also a member of the State Ethics Commission and has served on numerous community and statewide committees and civic organizations throughout his career. These include positions on boards such as the Georgia Real Estate Commission, Fulton County Board of Registration and Elections, Atlanta Bar Association, State Bar of Georgia, among others.
He is a graduate from prestigious leadership programs such as Midtown Alliance Leadership Program, Coverdell Leadership Institute, and Leadership Atlanta. Burge holds a law degree from the University of North Carolina at Chapel Hill and a bachelor's degree from Vanderbilt University.
Burge and his wife, Sally, reside in Atlanta with their two children. Governor Kemp and his wife, Marty, expressed their gratitude for Burge's willingness to serve at the Department of Revenue and his commitment to good stewardship of taxpayer money. They have full confidence that he will continue to make positive contributions to the state of Georgia in his new role as Commissioner of DOR.
