The EPA's Quad O standards (40 CFR Part 60, Subparts OOOOb and OOOOc) set methane and volatile organic compound requirements for the oil and gas sector. Subpart OOOOb covers sources built, modified, or reconstructed after December 6, 2022. Subpart OOOOc is an emissions guideline for existing sources, implemented through state plans.

Since the 2024 rule took effect, the EPA has extended many OOOOb compliance dates by roughly 18 months, to January 22, 2027, and moved the OOOOc state-plan submission deadline to the same date. The compliance date for existing sources under OOOOc remains March 2029. The rules were not repealed; the obligations were rescheduled.
