Texas: Governor Abbott Amends, Renews Drought Disaster Proclamation In December 2025

~ Governor Greg Abbott of Texas has declared a state of disaster in 75 counties due to ongoing drought conditions and increased wildfire danger. This declaration comes after the Governor issued a disaster proclamation on July 8, 2022, which has been amended and renewed in subsequent proclamations.

The Texas Division of Emergency Management has confirmed that exceptional drought conditions persist in certain counties, posing a threat of imminent disaster. As a result, Governor Abbott has exercised his authority under Section 418.014 of the Texas Government Code to amend and renew the previous proclamation.

The affected counties include Aransas, Atascosa, Austin, Bandera, Bastrop, Bee, Bexar, Blanco, Brewster, Brooks, Burnet, Caldwell, Cameron, Childress, Clay, Collingsworth, Colorado, Comal, Comanche,Culberson,Dewitt ,Dimmit ,Donley ,Duval ,Fayette ,Foard ,Frio ,Gillespie,Gonzales ,Grayson,Gaudalupe,Hall,Hardenan,Hays,Hidalgo,Jim Hogg,Jim Wells,Karnes,Kendall,Kerr,Kinney,Kleberg,Lavaca,Live Oak,Llano,Lubbock,Matacorga,Mcmullen,Mendina,Midland,Nueces,Pecos,Persidio,Rael,San Patricio,Terrell,Tavis,Uvalde,Vale Verde,Victoria,Warton,Wilacy,Wilson,and Zapata Counties.

Under Section 418.017 of the Texas Government Code,Governor Abbott has authorized the use of all available resources from state government and political subdivisions to cope with this disaster. Additionally,pursuant to Section 418.016 of the code,the Governor has suspended any regulatory statutes or orders that may hinder necessary action in response to this disaster.

Furthermore,the Governor has authorized the suspension of any state statutes or administrative rules regarding contracting or procurement that may impede emergency response efforts by state agencies. This suspension will remain in effect for the duration of the declared disaster.

In accordance with statutory requirements, copies of this proclamation have been filed with the appropriate authorities. Governor Abbott has officially signed and sealed this proclamation at his office in Austin, Texas on December 18, 2025.
